The maximum interest rate at a credit institution is measured as follows:
– Maximum interest rates on deposits available to any client (including potential ones) without any limitations and preliminary conditions are taken into account. Deposits for special client categories (pensioners, children) and purposes (social, humanitarian, etc.) are excluded.
– Compound interest rates on deposits are out of scope.
– Interest rates that are effective provided that certain conditions are fulfilled (regular bank card turnover, a permanent minimum balance on a bank card, etc.) are not taken into account.
– Combined deposit products, i.e. deposits with additional conditions, are not considered. Such additional conditions for higher interest accrual may comprise, among other things, purchasing investment units in a certain amount, opening an investment account, concluding an agreement on investment or endowment life insurance, buying an extra service package, etc.

Average maximum interest rates on deposits: for up to 90 days – 12.32%; for 91 to 180 days – 12.70%; for 181 days to one year – 12.52%; and for over one year – 11.57%.
The Bank of Russia has established facts of market manipulation involving the shares of PJSC OGK-2 (hereinafter, the Shares) traded by K.V. Mikhailov and A.I. Mikhailova (hereinafter, the Clients) on Moscow Exchange (hereinafter, the Exchange), using their personal trading accounts.
The Clients repeatedly used pump-and-dump schemes to boost securities prices. In 2025, they bought the Shares by bidding aggressively to artificially inflate their prices above the level that would have been reached without those dealings. As soon as the prices of the Shares peaked, the Clients sold them.
They also used the reverse scheme, i.e. they aggressively sold the Shares, artificially drawing their prices down, and then bought them at dumped prices. The Clients managed to apply these schemes several times within a trading session. Thus, they conducted more than 10,000 transactions with the Shares on the Exchange. All these transactions caused volatility spikes in the prices of the Shares and increased financial risks for other market participants.
On certain trading days, the Clients also traded in the Shares in collusion between their brokerage accounts, which caused substantial deviations in the trading volumes and prices from the level that would have been reached without those dealings.
These actions are qualified as market manipulation under Clauses 2 and 5 of Part 1 of Article 5 of Federal Law No.
224-FZ,
dated 27 July 2010, ‘On Countering the Misuse of Insider Information and Market Manipulation and Amending Certain Laws of the Russian Federation’.
K.V. Mikhailov and A.I. Mikhailova have been held liable for market manipulation and received binding orders to cease and desist from similar violations in the future.
Furthermore, the Bank of Russia has sent binding orders to trading organisers and professional securities market participants to suspend transactions in the Clients’ trading accounts.
The Bank of Russia warns trading participants against their involvement in coordinated activities to distort fair pricing in organised trading and conducting transactions in collusion with anonymous order matching.

By its Order No. OD-1493, dated 27 August 2026, the Bank of Russia revoked the banking licence of the Moscow-based Limited liability company settlement non-bank credit organisation DIGITAL SOLUTIONS (LLC SNCO DIGITAL SOLUTIONS) (Reg. No.
3552-K;
hereinafter, SNCO DIGITAL SOLUTIONS). The credit institution ranked 288

by assets in the Russian banking system.

The Bank of Russia made this decision in accordance with Clauses 6 and 6.1 of Part 1 of Article 20 of the Federal Law ‘On Banks and Banking Activities’,

based on the facts that SNCO DIGITAL SOLUTIONS:
violated federal laws governing banking activities and Bank of Russia regulations, becoming subject to the regulator’s supervisory measures on a number of occasions over the past 12 months; and
failed to comply with the laws on countering the legalisation (laundering) of criminally obtained incomes and the financing of terrorism.
SNCO DIGITAL SOLUTIONS had long been conducting suspicious customer transactions. The credit institution neglected its duty to timely report transactions subject to statutory control to the authorised body. The management and owners of SNCO DIGITAL SOLUTIONS failed to take effective measures to prevent its involvement in suspicious transactions.
By its Order No. OD-1494, dated 27 August 2026, the Bank of Russia appointed a provisional administration to manage the credit institution until a receiver

or a liquidator

is appointed. In accordance with federal laws, the powers of the credit institution’s executive bodies were suspended.
